Investigación realizada como resultado del convenio específico suscrito por la Sociedad Local del Suelo y Vivienda de Aranjuez y la Universidad Politécnica de Madrid en mayo de 2007 con nº P07 0305-440. Su finalización está prevista para junio de 2008.//
Research developed as the result of an agreement between the Sociedad Local del Suelo y Vivienda de Aranjuez and the Technical University of Madrid in May 2007 with the number P07 0305-440. It completion is planned for June 2008.
OBJETO/AIM
El estudio paisajístico del Raso de la Estrella en Aranjuez tiene por objeto, según lo acordado en el Protocolo de colaboración entre la Dirección General de Patrimonio Histórico de la Comunidad de Madrid y el Ayuntamiento de Aranjuez de 15 de noviembre de 2006, establecer los fundamentos que permitan fijar unos criterios de actuación para la restauración y acondicionamiento de dicha área, y proponer las alternativas de intervención en la misma teniendo en cuenta su valor patrimonial y las actuaciones previstas en ella. Simultáneamente se está desarrollando un estudio arqueológico sobre la misma área, así mismo de acuerdo con lo establecido en el Protocolo citado. Ahora bien, el Grupo de Investigación del Paisaje Cultural entiende que los trabajos dirigidos a la recuperación del Raso son un primer paso necesario para abordar en el futuro los estudios, investigaciones y proyectos que conduzcan a una consideración global del ámbito reconocido por la UNESCO como Paisaje Cultural Patrimonio de la Humanidad. Solamente en este contexto será posible obtener una visión de conjunto que permita definir las estrategias de gestión integradas que Aranjuez necesita para planificar su futuro.//
As agreed in the collaboration protocol between the Dirección General de Patrimonio Histórico de la Comunidad de Madrid and Aranjuez City Council form the 15th of November 2006, the landscape study of the Raso de la Estrella in Aranjuez aims to establish the base which allows to fix the intervention criteria for the restoration and conditioning of the area, as well as to propose alternatives considering its value as heritage and the planned interventions. Simultaneously, an archaeological study of the same area is been made, according again to the above mentioned protocol. The Research Group Cultural Landscape considers the rehabilitation works of the Raso de la Estrella to be a first step, necessary in order to face future studies, researches or designs which shall lead to a global understanding of the area declared World Heritage cultural Landscape by UNESCO. Only in this context will it be possible to obtain a vision of the whole which allows to define the integrated management strategies that Aranjuez needs to plan its future.
CONDICIÓNES DE PARTIDA/ DEPARTING CONDITION
Deberán tomarse en consideración tanto el valor intrínseco del sitio como su potencial papel articulador. Respecto a lo primero, habrá que atender a los elementos presentes: los cinco viales arbolados (pentadente) y la glorieta circular y calles añadidas; las superficies libres limitadas por ellas (tranzones), en parte ocupadas en la actualidad por construcciones privadas y de RENFE; el terraplén de la línea férrea y los edificios e instalaciones ferroviarias en el lado oeste; y los bordes constituidos, al sur, por el acceso oeste a la ciudad desde la autovía de Andalucía (calle de Toledo) y, al norte, por la ría y el río Tajo. Respecto a lo segundo, se atenderá al funcionamiento de este espacio como mediador entre dos edificios de importancia vital para la ciudad: el palacio real y la estación de ferrocarril, en dirección este-oeste; pero también como articulador de tres de sus ámbitos principales: el casco urbano, el jardín de la Isla y las huertas del Picotajo, en dirección sur-norte.//
It will be necessary to consider both the intrinsic value of the place and its potential articulating role. Regarding the first, one will have to consider the existing elements: the five roads, the circular roundabout and the added roads; the surfaces limited by them (tranzones), partly occupied by private buildings and the railroad (RENFE); the slope generated by the railway and its buildings and equipment to the west; and the built edges constituted by the western access to the city from the highway (calle de Toledo) to the south, and by the channel and the river Tagus to the north. Regarding the second aspect, it will be taken into account the use of this area as intermediate space between two vital building for the city, the palace and the railway station, in the east-west direction; but also as articulator of its three main areas, the historic center, the de la Isla Garden and the Picotajo Garden, in the south-north direction.
Así mismo deberán tenerse en cuenta los condicionantes históricos -principalmente los derivados de las actuaciones de las segundas mitades de los siglos XVI y XVIII que conformaron el sitio, y de las transformaciones producidas en el XIX con la construcción del ferrocarril- al mismo tiempo que las necesidades actuales de la ciudad, en el marco del Plan General de Ordenación Urbana revisado en 1996, de la Ley del Patrimonio Histórico de la Comunidad Autónoma de Madrid y de la declaración de Paisaje Cultural Patrimonio de la Humanidad aprobada en 2001. Las actuaciones previstas por el Ayuntamiento que habrán de ser consideradas son las siguientes://
The historic factors must also be considered, specially those derived from the interventions in the second half of the 17th and 18th centurias, which shaped the area, together with those resulting from the construction of the railway in the 19th century, as well as the current necesitéis of the city, in the frame of the Plan General de Ordenación Urbana from 1996, the Ley del Patrimonio Histórico de la Comunidad Autónoma de Madrid and the declaration of World Heritage Cultural Landscape in 2001. The interventions foreseen by the City Council which must be taken into consideration are:
1. El acondicionamiento de un área ferial destinada a las fiestas locales.
2. La reconstrucción de las Casas de las Guardias Españolas y Walonas como centro de congresos y exposiciones.
3. La recuperación parcial de los terrenos ocupados por RENFE en el tranzón sur y la prolongación de la calle Walonas; así como, en los terrenos que permanecerán en propiedad de RENFE, la ampliación de la plaza de la Estación y la construcción de un edificio de uso terciario.
4. La construcción de un puente en la ubicación del antiguo puente Verde sobre el río Tajo y el acceso -ya sea peatonal o rodado- desde y hacia las huertas del Picotajo.
5. La transformación del ámbito del Raso en un espacio libre de uso público, una vez recuperada completamente su propiedad por el municipio.//
1. The creation of a fairground for local festivities.
2. The reconstruction of the Casas de las Guardias Españolas y Walonas as congress and exhibition center.
3. The partial recuperation of the area occupied by RENFE in the south “trazón” and the prolongation of the Wallonas street, as well as, in the area still to belong to RENFE, the enlargement of the station square and the construction of a comercial building.
4. The construction of a bridge where the old Verde bridg used to stand across the river Tagus and the access –pedestrian or for vehicles- to the gates of Picotajo.
5. The transformation of el Raso into a free public space, once its property is regained by the town.
ORGANIZACIÓN DEL ESTUDIO/ WORK’S ORGANIZATION
El trabajo se estructura en dos planos simultáneos, de modo que permita relacionar la escala local del Raso de la Estrella con la escala global del ámbito comprendido en la declaración de Paisaje Cultural en aquellos aspectos que pueden tener influencia sobre la primera. El objetivo es hacer posible que los fundamentos estudiados y los criterios establecidos respondan no sólo a los problemas intrínsecos del Raso, sino a su papel de pieza clave en la configuración de Aranjuez como un todo, especialmente en conexión con las estrategias posibles de recuperación de las huertas del Picotajo. Del análisis en esas dos escalas se deducirán después el diagnóstico general del ámbito y unas reglas a observar en las actuaciones posteriores en el mismo. Finalmente, se abordarán las propuestas y alternativas posibles para la conversión del sitio en un espacio libre de uso público, considerando de modo conjunto el sistema de espacios arbolados de los viales y el tratamiento de las superficies descubiertas de los tranzones.//
The work is structured in two simultaneous levels, in order to be able to establish a relationship between the local scale of el Raso de la Estrella and the global scale of the area declared World Heritage Cultural Landscape by UNESCO in those aspects which might influence the first. The aim is to allow the studied aspects and the criteria afterwards established not to respond only to the specific problems of el Raso, but to its condition as key piece in the configuration of Aranjuez as a whole, specially regarding the connections with possible strategies for the rehabilitation of the Picotajo Gardens. The general diagnosis and the rules for future intervention will be obtained form the analysis of these two scales. Finally, the proposals and alternatives for turning el Raso into a public open space will be considered, including both the planted axes and the surfaces.
